BUENA PARK, California — An Orange County man has been charged with involuntary manslaughter after an illegal fireworks explosion killed 8-year-old Jasmine Nguyen.

Jasmine was attending a Fourth of July party with her family at the home of Earl Decastro, 47, when she was fatally struck.
